It sounds to me that Europe and America are being hypocritical of Japan's actions and choice to move towards Imperialism. Europe and America have been showing signs of Imperialism and now that Japan is showing similar acts in China and the South Pacific, Europe/America are like what the heck are you doing. Maybe Europe/America had plans to enter China? On another note, the Westerners (Europe/America) are expanding the sphere of influence economically and I'm sure they also felt pressured for their mission to succeed and felt threatened by the Japanese.
