I think that the Us government viewed the bombing of Pearl Harbor as a cheap shot because the US wasn't directly involved in war at the time, and withdrawing trade from Japan isn't worth bombing a city over. Because the bombing was unfair and uncalled for, it seems as though dropping atomic bombs was a way to scare the Japanese government into submission. Fear tactics seems to have been the favorable outcome, however, dropping atomic bombs on civilians is a dirty way to fight a war. Cheap shots and targeting innocents is not the "right" way to win war. There are rules of war so the idea of a "fair" war isn't a ridiculous idea.
