Were the senate ranked on the same level as the consules?
Where did the dictators fit in and why did they have them in a democratic government? Did they serve a different purpose than today?

Did the comitia Centuriata include only those on government, only patricians, or a different group?

The consuls are leaders, like a president, making them more important than the senate. They only had dictators during military crisises and one could only be a dictator for six months. Normal government processes don't make sense when decisions have to be made quickly. They did, however, have total control over everything. Also the Romen Government wasn't a democracy, it was a republic, meaning that not all votes were equal.

Patricians were the original upper class, they were the wealthy people when the first census was made. They are the most powerful citizens, however, their financial situation could change (they could become poorer) and they would still be considered Patricians. The Plebeians were the second class people when the original census was made, like the Patricians they could become richer or poorer and still stay Plebeians.

The comitia Centuriata did include those in government because they were patricians
